Jus Cogens : Executing Minors

Abstract

An argument for the parallel nature of Jus Cogens and a natural moral law. This includes a brief overview of the current U.S. Supreme Court ruling about the Execution of Minors and an Inter-American Commission of Human Rights decision regarding same in the United States of America. This paper is brief at only 10 pages.
