Mr Chris Freeman is the Research Director of Systemwide Testing program at the Australian Council for Educational Research (Sydney). Since joining ACER in December 2001, he has had extensive experience in managing all aspects of test development and construction for Government projects. He has worked closely with major stakeholders using superior leadership, organisational and accounting skills. Mr Freeman is particularly familiar with educational measurement and reporting studies and the current trends in measurement and assessment. He has been responsible for the management of large scale testing programs in New South Wales, Queensland, Victoria and Western Australia. In these duties he has frequently performed analysis of data sets of large scale projects and performed the duties associated with cut score setting and horizontal and vertical equating for several jurisdictions. He was previously Assistant Director (Competitions and Government Projects) at the Educational Testing Centre, University of New South Wales.
