Carlos García Fernández is committed to improving the regulatory environment in Mexico. He received his law degree from the Universidad Iberoamericana, where he teaches economic regulatory law and law and economics. He received a master's degree in commercial law and European law from the University of Bristol in England. He has visited at the University of Texas at Dallas, the University of California at San Francisco, Georgtown University, and the Pontificia Universidad Javeriana at Bogotá. In Mexico, he directs the Comisión Federal de Mejora Regulatoria.
