<title>Announcing a new peer-reviewed journal on world medical policy</title>

<description>The Policy Studies Organization (PSO) and Berkeley Electronic Press are pleased to announce the launch of World Medical &#38; Health Policy, a new journal at the intersection of politics, policy, medicine, and public health.
In 2008, PSO, together with the World Medical Association, conducted a survey in Africa, Asia, and the Balkan regions which revealed a pressing need for a scholarly publication that presents policy on medical and health issues around the world.
"Our journal will provide communities with the information they need," Paul Rich, president of PSO, said. "Six countries are already participating in a pilot program in World Medical &#38; Health Policy that aims to increase the exchange of scientific and medical information."
World Medical &#38; Health Policy released its first issue on November 10th. This issue features articles on the H1N1 influenza, health system reconstruction in Iraq, tobacco control, Japanese physicians, and several issues of social responsibility.
Treating medicine as a cross-cutting function, World Medical &#38; Health Policy offers global interdisciplinary research and analysis which it then translates into policies and practice standards.

"Launching at a time of a great debate in U.S. over the health care reform and the first influenza pandemic of the 21st Century, World Medical &#38; Health Policy couldn't have come at a better time to foster academic discourse around world health," said Gordon Tibbitts, CEO of bepress.

<title>Bepress is pleased to announce a new article in &lt;em&gt;Journal of Drug Policy Analysis&lt;/em&gt;</title>

<description>Berkeley Electronic Press is pleased to announce the publication of a cross-cutting new article in Journal of Drug Policy Analysis, a Journal of Substance Abuse Control Policy, analyzing the implications of legalizing Afghanistan's opium trade.

"Is Medicinal Opium Production Afghanistan's Answer?: Lessons from India and the World Market," by Victoria A. Greenfield, Letizia Paoli, and Peter H. Reuter, argues that legal medicinal opium production is an improbable answer to the problems that underlie and arise from Afghanistan's dominance of the world heroin market.

Examining both India's experience as the world's sole licensed exporter of raw opium and the world market for legal opiates, Greenfield, Paoli and Reuter argue that "Poppy for Medicine" cannot be expected to greatly reduce illegal production or corruption in Afghanistan, or do much to lift the nation out of poverty. The authors find that illegal production will continue; diversion from the legal market to the illegal market is inevitable; diversion will involve further corruption; there may not be a market; and Afghanistan lacks the institutional capacity to support a legal pharmaceutical industry.

Edited by prominent scholars at RAND and UCLA, Journal of Drug Policy Analysis drives the public and scholarly conversation about how to deal with the issues surrounding drug policy, a conversation of vital interest to drug policy researchers, criminologists, economists, physicians, and those who make decisions about drug policy.
