About Andrew R. Thomas

Andrew Thomas is an Executive-in-Residence with the Energy Policy Center in the Maxine Goodman Levin College of Urban Affairs of Cleveland State University. His duties include administering the center, preparing grants, providing contract support for university facilities, and researching energy law and policy. He is also adjunct to the Cleveland Marshall School of Law and the College of Urban Affairs, where he teaches courses in energy law and policy.
Mr. Thomas joined Cleveland State in 2008, after working as general counsel for a fuel cell company for six years. Prior to coming to Ohio, he worked in the energy industry in New Orleans, Louisiana, for 20 years as a geophysicist with Shell Oil Company and as a lawyer with private law firms. His biggest client was the State of Louisiana Mineral Board. He also served as an editor of the Loyola Law Review.
Mr. Thomas’ current areas of policy research include: shale formation development, electricity regulation, institutional impediments to the adoption of advanced and renewable energy and distributed generation.
