Corruption, Public Integrity and Globalization: Aspects and Trends in South-Eastern European States

Abstract

In the past three decades, the developments of the processes and phenomena concerning corruption and public integrity highlight more obvious connections with globalization. More often, relevant analyses and studies reveal ”the globalization of corruption” or convergence of anti-corruption strategies etc. Those assertions are supported by the forms of expression of globalization in various fields, such as the economic, political or social fields. In this context, recently, the analysts have identified a ”corruption eruption”, whose causes are multiple but the political transformations induced by popular and social movements, political and economic liberalization are outstanding. For the South-Eastern European states, the fall of Berlin Wall and end of Cold War have speeded up the processes of globalization, including corruption. Remarking the statistic developments, one cannot talk about a proportional connection between orruption and globalization as the latter is more acting on the practices of corruption, enlargement of corruption market and its ”harmonization” at regional level. At the same time, globalization had also effects on the development of the strategies of public integrity, general framework provided by the national integrity systems. The current paper aims to achieve a comparative analysis concerning the developments of the phenomena of corruption, public integrity and globalization in some South-Eastern European states: Bulgaria, Romania, Slovenia, Croatia and Serbia in the last decade.

The general framework of comparative analysis comprises:

  • Assessment of the national anti-corruption strategies and their impact on the level of social perception of corruption.
  • Mechanisms and instruments for assessing corruption, public integrity and globalization used by the World Bank, European Bank for Reconstruction and Development (BERD) or ETH (KOF Index of Globalization).
  • Statistic instruments of analysis, correlation and regression.

In the context of that framework of comparative analysis, we shall reveal the general trends of development for the processes mentioned, taking into consideration the correlations among them, political and social prospects etc.
