Headscarf Ban in Turkey: Suppressive Rulings

Ali Khan, Washburn University

Abstract

Costume obsessions have haunted the Turkish legal system ever since the Islamic Ottoman Empire was dissolved in 1923 and the new republic was mounted on the twin pillars of modernity and secularism. The Headgear Act of 1925 initiated the process of costume modernization on the erroneous presumption that traditional Fez caps, headscarves and beards had prevented Turkey from entering the modern world.
